The final program need to display the movement of vehicles on a road with junctions, traffic lights and so on…
It’s going to be something quite straight forward, for e.g dots representing vehicles.
I have thought of C++ but I just what to know if there are tools that can facilitate my task.

That’s a pretty broad question. it all depends on how extensive you want your program to be. for instance do you want graphics or just command console. Modern traffic systems use video feeds from the intersections to better direct the traffic. So you can even get into image analysis from a webcam or something like that.
the basic simulation (by that I mean the basic rules of the traffic lights) can be written in anything from C++ (NOT C since you’d probably want to take advantage of object orientation) to C# or Java.
